Publication of DHS Rule to Remove D/S

On July 16, 2026, the U.S. Department of Homeland Security (DHS) will publish a rule titled ‘Establishing a Fixed Time Period of Admission and an Extension of Stay Procedure for Nonimmigrant Academic Students, Exchange Visitors, and Representatives of Foreign Information Media’.
The rule is set to take effect on Sept 15, 2026.
The DHS rule change would replace the Duration of Status (D/S) admission with a fixed I-94 end date, require F, J and I visa holders file a formal extension application with USCIS, shorten grace periods, and impose new limits on academic program changes. DHS argues the changes will improve oversight, program integrity, and national security.
F-1 and J-1 international students and scholars, and their accompanying F-2 and J-2 dependents would be affected by this rule (The I nonimmigrant visa status is not a visa type sponsored by WFU.)

What is the ISS doing?
