DHS Proposed Rule on Fees for OPT
On October 8, 2026 the Department of Homeland Security published a rule titled: Optional Practical Training Fees.
This proposed rule would add fees to the Optional Practical Training (OPT) process beyond the current fee requirements. These fees are proposed to be $70,000 for an initial OPT application, and $30,000 for subsequent applications.
This proposed rule is not in effect. When a final rule is published and the contents of that rule, further guidance will be provided.
What is Optional Practical Training (OPT)?
Optional Practical Training (OPT) is temporary work authorization that F-1 students can pursue employment that is directly related to their major area of study.
Commonly, OPT authorization is used as work authorization after an F-1 student has completed their academic program and will be pursuing practical training in their major/area of study.
For a detailed summary of the changes, please see the summary of the proposed rule from International Student Resource Center
ISS will continue to monitor this proposed rule, and assessing the details and potential impact to the WFU community.
